Policy Brief – RDF Business Model and Best Practice in Indonesia (English Version)

This policy brief provides strategic insights into the development of Refuse-Derived Fuel (RDF) as part of Indonesia’s integrated waste management system. It highlights key systemic challenges affecting RDF implementation, including limited financial sustainability, institutional readiness, and the absence of long-term offtake certainty.

Drawing on lessons from selected RDF facilities, the brief emphasizes the importance of strengthening upstream waste management systems, improving waste service fee collection, and ensuring alignment between facility design and market demand. It also outlines policy recommendations for national and local governments, including the adoption of phased planning approaches and the exploration of institutional arrangements such as the Regional Public Service Agency (BLUD). Overall, the document positions RDF as a complementary solution within a broader waste management hierarchy, requiring strong governance, technical readiness, and sustained stakeholder engagement for long-term success.
